By 1991, the Russian Mafia had become an ally of the Colombian Cartel and the largest organized crime syndicate in Miami. Not much information is available regarding the syndicate's history prior to the spring of 1989, but it's formation was likely caused by an influx of Russian immigrants in the United States as a result of the Russo-American Coalition. ![]() ![]() The syndicate depicted in the Hotline Miami series is highly structured and militarized, possessing significant power and influence in the criminal underworld of Miami, Florida. Below them are the Boeviks (Warriors) who act as low-ranking muscle, and Shestyorka (Associates) who do errands and odd jobs. Structures and traditions in the Russian Mafia can vary wildly from syndicate to syndicate, but are typically divided into a similar basic hierarchy - the Pakhan (Godfather) is the head of the syndicate, along with various lieutenants and high-ranking soldiers known as Avtoritets (Brigadeers).
